BACKGROUND
Purpose Of Activity/Assignment
Under the supervision of Deputy Representative and Partnerships Specialist, the consultant will support the office in communications, operations and administrative support services to enhance the smooth running of the supervisors' day-to-day activities. The consultant will also support the supervisors as well as other critical staff in initiating, following up on and resolving issues pertaining to administrative requests as well as translation and communication support.
Scope Of Work
- Support in administrative/ logistics for Deputy Representative and Partnerships Specialist:
- Support for supervisors in some operational and administrative tasks which require Russian language to ensure the smooth running of the day-to-day activities
- Draft responses inquiries on routine questions and coordination of the issues / tasks with support of Belarus CO responsible team
- Support in translation / interpretation/ assistance in understanding/electronic/phone communication to partners and/or meetings as required:
- Mostly rough translation of documents to provide a general understanding – e.g. content of specific projects/ MOUs/ agreements signed with partners, or TORs (e.g. TOR for Country Programme Evaluation)
- Supporting in translation of official letters to send or letters received
- Maintain the Deputy Representative's calendar by coordinating meetings, ensuring timely scheduling, and supporting logistical arrangements.
- Support to preparation and accompaniment during meetings:
- In some external meetings: 1) discreet interpretation during meeting focusing on main points; 2) after meeting enable supervisors to ask clarification of what happened; 3) Assist in the drafting, synthesis, and finalization of briefing notes by gathering relevant inputs, refining content for clarity and coherence, and ensuring timely completion 4) Support in preparing background materials, and contributing to the organization and follow-up of joint initiatives and meetings with UN agencies
- High-level official meetings would required official translator (with Ministers, Deputy Ministers, etc.)

Qualifications
Education:
- University degree with a focus in International Relations, Public Relations, Social/Human/Language Sciences or other related fields.
Work Experience/Knowledge/Expertise/Skills Required
- A minimum of 2 years of relevant administrative or clerical work experience is required
- Fluency in English and Russian is required both writing and speaking. Knowledge Belarusian and/or French is an asset.
- Training and experience using MS Word, Excel, PowerPoint and other UNICEF software such as SharePoint;
- Organizational, planning and prioritizing skills and abilities;
- High sense of confidentiality, initiative and good judgment;
- Ability to work independently as well as with a team in an international, multicultural and interdisciplinary environment and establish harmonious and effective working relationships both within and outside the organization patiently and tactfully.

Financial proposal should be submitted using the financial offer template and must:
Reflect the costs per each deliverable and the total lump-sum for the whole assignment period (in US$) to undertake the terms of reference.
- Include travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR. Consultants are responsible for arranging their own transportation arrangements. UNICEF can provide office vehicle for some duty travel missions with prior agreement as per monthly travel plan approved by the supervisor.
Include any other costs: health insurance, payment of an incidental expenditure (such as bank charges, insurances, etc.) and living costs as applicable.

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
